I see underpaid Custodians, and what appear to be VERY overpaid "Outreach Counselors" of some sort (could be wrong about that, and they might be volunteers, though I doubt it). The Park Rangers are probably the only ones getting paid what they should, God bless 'em. It's such a galactic waste of money and time to pay "OC's" to do absolutely nothing. Most just stand there and offer ZERO help, except for some empty platitudes, and a bottle of water - maybe point they way to get more free needles. There are no 'magic words' that they can say to 'help' these people, they need to be able to help themselves - and those that can't or won't need to have a change-for-the-better forced upon them, or face real consequences, respectively. 'Kid Glove', 'Hippie-Dippe' policies helped make this very expensive mess, but they won't do anything to solve it. Heed that! Californians - and most Americans - need to steel their resolve and do the unpopular thing: get a bit tougher on these folk, re-open the Mental Hospitals, and forcibly commit some of them, like the olden days - you 'member; back when none of this shit was happening to this enormous extent, coast to coast.
